    why ?


    Surface to volume ratio is so high that oxygen diffusion at the surface might be enough on it's own

    and yes there are fish that small even when fully mature

    I doubt they live there permanently anyhow. T'was probably just temporary housing for the duration of the pic.

    why ?

    despite the fishes small size the volume is not nearly enough, nor the tank size for them to swim around comfortably and properly.

    No filter either which means waste builds up and poisons the fish, it's barely better than this:

    It also give the perception that it's ok to keep fish in such small confines safely and easily, which is totally wrong

    One can only hope it was temporary for the photos

    A gallon per inch is the usual rule.

    Given they look to be about a fifth of an inch, they should still need about 750ml of water, ie nearly a liter.

    to me the fish look like guppy fry

    that would work for week and you would be off buying a a bigger tank Aquarium
