Bikes are usually measured according to the size of the top tube. On sloping top tube bikes (a lot of race bikes these days) the effective top tube length will often be quoted so that comparisons can be made between bikes.

What is the reason for asking?

I'm assuming a road bike as that's what I'm familiar with so ignore the following if you are going for an off roader. Your likely a medium (54cm) or large (56cm) (probably 56cm). Each bike should have a sizing chart so consult that. Test ride if possible. Online or Shop? If online be careful to make sure you get th right size as getting it changed may be very hard. If in a shop be specific about what you want and question anything you are not sure about. Make them work for your money :D Good luck with the purchase.

While top tube is arguably the most important measurement of a frame when some-one describes a road bike as having a 54cm or 56cm etc frame they're generally talking about the seat tube lenght from bottom bracket to the centre of the junction with the seat tube (bottom-centre) although some people measure from bottom bracket to the very top of the seat tube (bottom-top).
