Random question regarding use of International Rail...

    Imagine I have my own train, carriages and all hidden away in its' docking bay somewhere mainland Europe; are there any rules/regulations/restrictions in place stopping me from driving my train around Europe, across into say Russia and down into Asia?? Who would I go to, to formally get permission? Is this something that can be done??

    I had a random idea, that if money was not important, could I travel the mainland globe, (if you will) on train lines, almost like a James Bond baddie, but not?

    Any thoughts would be appreciated.... :D
