Seems they plan to fence the railway track. This will make it difficult for walkers to get past the driving range area at the south end of the beach, except maybe at low tides.

The Three Trouts Stream mentioned is the stream running along the end of the Charlesland driving range towards the sea. A path following the stream emerges at one of the railway bridges, through a hole in the fence; this is where the "fence cutting" happens, as mentioned in the link.

The IDA site backs onto the road near the stone bridge at the other (west) end of this path, so with a bit of foresight, we could have an easy pedestrian route to the beach direct from Charlesland.

Instead, more barriers are being put up.
