    Myself and my housemates are very well fed,
    but for my neighbours the same is not said
    a hamper will help their stomachs be fed
    and a party of magnificence to be held:)

    Great idea. Neighbours don't communicate like they used to. This will help people get into the spirit of things. If the picnic was to be shared amongst neighbours then I suppose somewhere local, like the local park would be a good spot.
