I'm just curious are there any reasons not to collect discarded bird feathers, or any legislation prohibiting this, particularly swan feathers.

Fleas? I had a Sand Martin's nest many years ago that had to binned for this reason. I shouldn't think that there's any legislation prohibiting the collection of discarded feathers.

i found a nest once which i stuck in a plastic bag and left in the freezer for a few days to eliminate creepy crawlies.
given that they obviously survived our last winter, this won't get rid of all of them.
