Leveling a site

    Hi all,
    I have a bit of a conundrum that maybe someone can advise.

    Myself and the wife were gifted a site from her father, however, there is a hill on it that years ago maybe 100yrs ago someone dug into the side of it and over the years some locals have dumped a bit of rubble and tree stubs etc into the gap. Nothing major.

    Anyway, we now want to build in this area and will have to level this bit of a hill to fit in the house. However, we are a bit worried in case the CoCo come to visit the site for planning permission and investigate the bit of rubble/stubs and make us dump what was put in, into landfill.

    Would it be too risky to flatten the site BEFORE we apply for planning permission? If we flatten the hill, the rubble etc will be used to flatten place out.
