payg too bill phone

Auntie is buying my mother a phone. she has a bill phone with vodafone. But doesn't like the phone. Can she get a pay as you go phone and but her sim card into it once unlocked.. Would she be able too use it as bill phone. She told told once in car phone warehouse she could do this but I'v never of this this.
