It sounds like you're asking which countries will give you money if you move there without having any work or prospects for work. Unemployment or jobseeker's benefits don't work like that, you usually have to have made a number of contributions and meet various criteria in order to qualify.

Since this is a college project, you'll be wanting to put some time into your research. I suggest you start by reading more about how JobSeeker's Allowance and JobSeeker's Benefit are provided in Ireland, and progress from there.
