A friend has a four foot high fence and want s to put thorny hedging beside and over it to stop kids from next door climbing staring in to her garden. What is fast growing and thorny/hardy

The problem is there is a 3 foot space from the house to the lawn where it is cement so what could be planted there? Would hedging grow in a planter?

Could this be left permanently in place

You cannot plant hedging over cement, it would not be a good idea to put it in planters/troughs. Either replace the fence with a higher one, or remove the concrete, improve the soil and plant. Whatever is planted will take several years to make enough growth to be of any use.

If there is a 3ft space of soil for planting a hedge will be fine. A thorny possibility - Pyracantha. Perfectly thorny but looks great. Flowers heavily in summer followed by masses of berries in the autumn/winter.
For something more fast growing - Craetagus - the common hawthorn hedge. Not as pretty but does the job.

If only concrete available planters are fine to use. You will just have to remember to water regularly and feed every year. More suited to an office environment than a home, but they will do the job.
