3. The people they hang around with

Fine laughing at the chavs robbing but give the parents who do want their kids out of these **** holes a chance. Keep every library in those areas open, every boxing club, community centre.

Give the people who want to give their kids a future a chance.

Plenty of other areas that can be cut.
