    I means that they are trying to surround the trouble-makers from all directions, move in closer in a circle (roughly) formation and trap the trouble makers in the center, as they move inwards.
    It can also mean they they are trapping any number of small groups and keeping them separate cordoned off from escaping and joining other amassed groups.
    I think they are presently organising to do the latter and not the former.

    One fallout from all this could well be the end of Blackberry messenger as its currently set up. It seems that its untraceable nature has been used widely to set up these riots and robberies.

    Would you go arrrest a that has a gun with a baton in your hand? Assumign the non police gun that was there was his, then I've no sympathy for him. You carry a gun, your expectign some sort of gun related issues, be it from the police or other scumbags. He knew full well if he can accross police that knew he had a gun it wasnt going to end well.

    All the crying relatives and "he was such a good man" comments int he world dont turn a scumbag in to a nice bloke.
