NUIG scholarship

I want to study Commerce and French at NUIG, i achieved the 560 points needed for a one year scholarship of €1700, I have a few questions: Is it means tested? Do I have to contact the university or will they automatically know? Do the points for scholarships fluctuate from year to year?
