Can anyone decide to sell houses on someone else's behalf or is there some kind of license needed? Feel free to move if I'm in the wrong place.

This thread explains it briefly....

You need no qualifications but you do have to pay a bond into the court to become an auctioneer - The thread states its €12,500.
