Is it normal to fill out an application form with your details, next of kin, family etc on it for to apply for a flat? There has been a few flats in the same building on daft.ie lately and I've been to one of them and this is what they wanted!

Its unusual- but if you look in the main accommodation and property forum- some landlords are looking for Passports/bank statements etc- alongside work references and references from previous landlords.

Landlords do not like renting to students- it doesn't matter whether you're a model student or not- the antics of students down the years has sullied the waters for you and others.

If you really like the apartment/flat- give them the information they're looking for. Or you could offer other information in its stead and see how that goes.

Personally, I would only be comfortable with sharing that information if I knew I had the place, not on an application form.
