    most of the latest hardware comes with smart management for temperature and speed ,all built-in on m/board sensors and controllers !
    also,dynamic setting in BIOS takes care of the sensors fans !

    what h/ware kit you use or how old is it ?

    ps: that "m3/h" really put me off for a short while...tought is a new techonology or term! :)

    Yes, you can get fans with built-in manually tuneable rheostats...

    or fan controllers that take either a 4 pin power supply connection or a 3 pin motherboard connection and allow you to adjust manually.

    This sort of setup shouldn't be applied to rack-mount servers though. The heat expelled from your computer depends on so many variables such as external air temperature and humidity as well as workload. While the CPU will start to downclock if it overheats, other components aren't so capable.

    As Rolion suggests, the motherboard software often supports some degree of fan control for example Intel Desktop Utilities for some specific motherboards manufactured by Intel.
