Winter bike help?

Can't believe it but I got the all clear to add to my rothar collection after I let it be known how I needed a winter bike so I'd like a bit of help in case I've overlooked anything. Budget c. €700 is all tho so I know that'll limit things a bit-I need a size 54 or 56 and I'm not averse to 2nd hand to get the quality…
