Dreamcast PAL to NTSC Mod question

I had a NTSC dreamcast many years ago and gave it away. It played all my USA games at 60hz full screen. If I get a PAL dreamcast and do the region change mod to NTSC, will this play all games at 60hz full screen over my RGB cable or do I have to buy a console from USA off ebay?
