Skype "Call Phones" Desktop feature?

The new search function hates me so I didn't even bother seeing if this question has come up before. Skype: Is there a programme/icon/PC desktop feature available where, instead of opening up the entire Skype programme, I can simply just pull up the "Call Phones" feature. I just want to have it handy to call…

I just want to have it handy to call mobiles/landlines. Is it possible?

Well, if you're not going to bother with search, could you at least bother to find the right forum? This has nothing to do with development.
