Chimney dampers - are they useful?

Just wondering what the consensus is out there on chimney dampers? E.g. http://www.greenesteel.ie/index.php?p=7 (this is just a random link from googling them). Have heard mixed reports on them, with issues being that the chains can go if you have fires often or that they're only good for a fireplace that's not used too much.

If you think about it, they're most useful when it's cold and windy outside but that's when you'll likely have the fire going. And sure you can't close the damper at the end of the night or the room will fill with smoke. And then you'll probably forget to close it the next day until you go to light a fire in the evening, by which time it's too late! Obviously it could be closed for all of the summertime but then sure keeping the house warm isn't an issue at that time of year!
