Tattoo and eczema

I got a tattoo where I used to have eczema. It cleared up more than 6 years ago and I've never had an outbreak. But now, there's a really dry patch that peels on my tattoo, where the eczema was. I've been moisturizing and gently exfoliating it, but to no success. Any one ever experienced this? Any advice?
