how are accents formed?

    Just heard an American deaf lady speak she still did so with an American accent,despite never having heard. So why then do people in a certain geographical area speak with a similar accent? If it was purely through interaction with others surely a born deaf person wouldn't have an accent? how though could a specific geographic area affect a voice?.

    Thoughts?.
