    The fishing effort of every trawler catching cod will be calculated in "kilowatt days" - a figure reached by multiplying the boat's engine power by the days spent fishing. Governments will be given a fixed allocation of these kilowatt days to distribute among the fleet.

    Nah they just have a huge domestic demand for fish and their own waters are almost a bare cupboard... hence their main fleet heading S to African coasts...

    Joe is completely out of his depth on this topic,even more so than normal. He thought he'd have an easy champion of the people for the fishermen.
    Dr. Fahy is absolutely correct in his assertions.
    If French and Spanish trawlers are not being policed then that is wrong and that appears to be the issue really.
