    Not in the slightest, medical cards are much more abused and are of a much greater cost to the Irish state.

    I'm all for medical cards for genuinely sick people who would otherwise spend a small fortune on doctors and drugs, but just because someone earns below a certain figure doesn't make them more susceptible to illness (although there is the argument about those in real poverty, not relative poverty, being so). An annual fee of €50 is nothing, but I'm just a harsh bastard.

    this includes access to health services.

    eligibility and therefore receive a Medical Card as evidence of this or else be the holder
    of a European Health Insurance Card (EHIC) from their own member state.
    On production of any of the forms listed below and issued by another EU /EEA Member
    state or Switzerland (see section 5.2.4.), the holder is deemed to be entitled to healthcare
    under the Regulation and therefore to has full eligibility provided s/he is not subject to
    Irish social security legislation1. S/he therefore receives a Medical Card automatically.

    flat fees for doctors of medical card patients do not work.

    A flat fee for card holders promotes abuse of the card to get the most out of it.
