    (honest advice, ensure that your home policy covers Fire service costs, fact is that Joe must know that he is merely drawing attention to a problem where some Insurance companies have not been returning levies to the appropriate local authorities, they have been withholding because LA's have been charging on top of the levies, a beautiful Mexican stand-off that will only be resolved by the lahvline and panic)
