Dogs barking all day and night

My neighbours dog keeps barking all day and night and my tennant are treating to move out if this does not stop, anybody know what my options are here as i dont want to loose my tennants. I have spoken with my neighbour but at the moment he cannot afford to buy a collar for the dog to keep him from barking and they cannot…
