    Hmm, that's a tough one. Utsuho and Flandre both have near-limitless destructive power. I think Utsuho might have a good chance at a surprise attack though since it's possible that Flandre might not realise they are actually fighting. Since Nuclear Fusion is as instantly destructive as Flandre's power Utsuho would almost definitely win under that condition.
    So, I'm going to go with Utsuho and Takano.
