    That's just a character assassination.
So you and Wikipedia are just going to home in on the negative. No reference at all to any positive personality traits.

Gaius Caligula was a bit of a knob

"Gaius began acting in an openly autocratic behavior. He soon lost his early
popularity and earned the hatred of the Senate. Caligula exhibited excessive cruelty,
immoral sexual escapades, and disrespect toward tradition and the Senate. He declared
himself to be a god, in fact, he declared himself to be all of the gods. He set up a brothel
using senator’s wives and declared his horse a member of the senate, complete with a
golden stall. He squandered money on public entertainment, ordered many people
executed for no reason, had most of his relatives murdered or banished, ordered foolish
building projects, and had people tortured and killed while he dined. At one point he ordered a statue of himself to be set up in the temple at Jerusalem, but later canceled his
    order. "

It'd definitely have to be one of the serial killers, like Bundy or Gacy.

People like Hitler, Stalin, Mussolini, et al, are pretty evil/cruel but, to me, it takes a cold-hearted bastard to order the death of millions of people but it takes one sick, twisted and truly evil ****er to actually kill someone and take pleasure out of it. The personal involvement in actually murdering someone is something a lot more disturbing than ordering someone's death.

To me, the only difference between a judge sentencing someone to death and the likes of Hitler is the scale. For someone who can physically watch a person die because of something they've done to that person and take pleasure out of it, that's the most evil type of person.

I would not say Margaret Thatcher was evil. I would say she was a divisive figure of opinion. The legacy Thatcher left behind was a love or hate legacy. The most evil people the world had ever had was Josef Stalin , Heinrich Himmler , Adolf Hitler and Reinhard Heydrich

Hard to believe that either of these could be described as evil when compared to Hitler,Stalin, Pol Pot etc

Not hard in the case of Cromwell, a class A nutter. To be honest he's in good company with Hitler and the others. Genghis khan is in there too. Only difference between any of then is the tools and opportunity they had

Has to be Joesph Stalin. Historians don't know exactly how many people he killed but they place it between 30 and 40 million, the majority of whom were his own people. Although serial killers are for sure evil many of them have something not right in the head which makes them think what they're doing is grand. I suspect that was the case with Stalin only with him he was the commander of an entire army. At least other serial killers had limited scope but Stalin had the means and the desire to kill tens of millions of people, which he duly did.

Quite right. I'm ashamed to say I once watched the beheading of Eugene Armstrong. It was the most disturbing thing I ever seen. Those videos are an affront to humanity.

Vasili Blokhin has some claim to fame. Ultimately I'm not sure there is such a thing as 'evil'.
