Exchance upgrades

Are these still happening or have Eircom's, uh, "financial circumstances" called a halt? I'm on Killeagh exchange, stuck on bitstream, dying to get away from the ridiculous Digiweb fees and crappy speeds.

No more than the sclerotic March 2007 program to install bitstream ( not completed) the ADSL2 upgrade program ( marketed as NGB) is running behind as well.

Of the 330 exchanges announced in March 2007 some 310 are complete.
Of the 240 exchanges to be upgraded to ADSL2, announced in two tranches in 2010/11 around 200 are complete.

I doubt if there will be a third tranche and Killeagh is in neither according to the map.
