Replacing 25mm tyres with 35mm on the same rim?

So I wanted to mount up my new 35mm winter tyres on a spare set of wheels but the only ones I have are intended for 25mm road tyres. I have used 28mm tyres on them in the past without problem but would 35mm tyres work or would I need wider rims? I think the rims are 18mm.

Also, will a 7sp cassette on a freehub wheel end up with the same gear positions as a 7sp freewheel on an existing wheel?

cyclocross tyres are 28-35mm wide, and go on rims for 23mm, depends on the tyre I suppose

I have used 700x35c (622-37) tyres on Open Pro rims, which are designed for road tyres. The 35c tyres work fine; they are just a bit more tricky to mount than they are on a wider rim. The tyre has more of a tendency to pop off one side when you get it on the other. As a result it is a good idea to inflate first to a low pressure and then double-check that the bead is seated, before full inflation. Before I did that I popped a few tubes during inflation. My front wheel is an Open Pro with 700x35c tyre and has taken me most the way to Vietnam set up this way (I had a 28 on for part as it was all I could get.)
