The company I work for set up a competition were we put up a photo and people tag themselves in it, the problem is we've discovered Facebook only allows 50 people to be tagged in a photo. (http://www.facebook.com/help/?faq=217258071632275)

I've read also that likeing a page is a no no when running a competition...

So what would be the best format to run a Facebook competition?

Definite no no and you would be breaching Facebook's terms of service. Possible result is your page being deleted with no comeback.

You need to use an application - companies like Northsocial.com and Wildfire Apps have various apps - some free and most are on a subscription basis.
