UPC Receive Power Level

My Receive power level I think is quite high and not within spec.. Have UPC installed since August and the reading ranges from 19.4dBmV upto about 23.0dBmV, I've noticed when it goes over the 23 mark my speed can be sluggish, the connection is grand otherwise. Do I need a tech to visit?
