Is Blackberry Messenger free if you use wifi on the meteor network? its a blackberry curve and no i havent bought the data package

Messenger requires bis and on meteor bis requires the data package. Without it messenger won't work on wifi. If you have it it uses no network data on wifi and is therefore free. But you still need the bis meteor add-on for it all to work. Catch 22 I'm afraid.
