Anyone had their Marlboro reds going out?

I've noticed that my Marlboro red cigarettes are going out if I leave them in the ashtray for more than about 20 secs. The shop where I buy them told me that it's to do with new legislation that has a cigarette paper which goes out if not smoked often enough. Anyone else had this experience with Marlboro reds?

Had this happen in Australia a lot. I heard it was something to do with preventing bush fires. I could be wrong though.
