PEGI Age Ratings Not Applicable in Ireland?

PEGI are currently the only "official" body who rate games in Ireland.
However, is it true that the age ratings are not enforceable by law? In other words, if a 12 year old wanted to buy a game with an 18 rating the shop would sell it without any legal repercussions?

And if the stop refuse the sale, if the customer complains there and then, are they entitled to the item?

Sorry if this has come across as hard to understand. Basically, what I'm trying to ask, are the age ratings more of a guide than a rule (as in the UK) and is a person, whatever age, entitled to buy the product?

Also, if a video game or DVD/Blu-Ray has a UK BBFC rating on it and no IFCO rating would the same apply, i.e. the customer, of whatever age, is entitled to buy the item regardless of rating?

correct. they're not enforcable by law, however the shop can still refuse to sell you the game based on the fact that you're not old enough to meet pegi recommendations, it's just that they can't get into trouble for selling a game to someone who is under the recommended age

the customer is not entitled to buy it, they are entitled to ask if the store will sell it to them though, and the store is entitled to choose to, or choose not to
