Taxing imported van privately

Was thinking of buying a 1.6 van. It has been imported from the north but has been registered in ireland but never taxed. Does anyone know what the story is about taxing this vehicle. Someone told me that if i buy it i will have to backtaxed to the day of first registration if i bought it. any help greatly appreciated :)
