Folks, as the title indicates, wondering how one would go about setting up a historical walking tour business in Dublin city?

Pat Liddy, has a number of walks/tours. Has also written a few books on Dublin and illustrated maps. They can be found on some ESB/telephone exchange boxes with info on the area.
As for the OP, it would be best to check out the ones already running and try to find some thing different.

There used to be a tour called the Zozimus ghostly experience which was very popular and fun..i think its finished now so there might be a gap in the market for something similar.
