It would be the promoter who makes that decision. However it has been done in the past.

Often it's worth checking as some times there's a "production hold" on seats and these seats are then put on sale closer to the gig.

Usually happens for stadium shows but has happened in the o2 before. Best bet is to check every morning and check toutless as well.
