2nd year WHV after 8 years????

    I had my 1st WHV in 2003 and never completed the necessary regional work as there was no option for a 2nd year visa at that time. I was just wondering does anyone know is it possible to get a 2nd year visa even though I haven't done this work or is there a time lapse on these things? I'm still only 26 so I'm still under the age limit. I was also looking into the 4 year residency or state sponsorship visas but I don't even know where to start or what option to take.
    Any help would be greatly appreciated.
