In all French tanks, the commander was overburdened with the jobs of gunner and loader. so it says on that johns link,

will be interesting to see if their RoF is gonna be translated into the game

What they have said is shell loading, i.e. 4 to 8 shells quick order with quick reload, then a long reload for a new box of shells to load.
