This costs 1500$, which if I add shipping of 50$ is less than 1200 euros. However I'm worried that I'll get hit with something like import duty.

That's what I'm worried about. My problem is I can't find any european sellers that can offer me a similar price. if I could find one that would sell me the above for 1250 or less I'd be thrilled but as of yet I have failed to do so... so I may have to scale down the price slightly.
Note that I don't actually need windows so the above would actually cost 1430$ or just under 1100 euros.

Look on ebay ... prime example. great deals on laptops but you will probably end up paying more when you include duty/shipping.

Hence the prices in Europe already include these taxes and shipping

Also, would I be better off waiting for the HD7900 series? I could get something like, say, the HD 7970, which would have comparable performance (better? worse? the same? I'm fairly clueless) as 2x HD 6950, and I could then add a second HD 7970 after 2 years. Sorted for about 4 years, and a single HD 7970 will be less than 2 HD 6950's by the look of it.
Help much appreciated.

I'd wait regardless, there will be price drops on the current gen when the 28nm chips start to ship.
