Sounds like an air raid siren.
Going off on constant for the last 10mins.

    Anyone know what's going on?

The Rathmines one gets tested every Friday at noon.

The Civil Defense are in charge of air-raid/emergency sirens. (if that's any help to anyone.) Maybe there is an emergency (an invasion?) in Dublin 4?

So why did the air raid siren just go off around Dublin’s southside?

IF YOU’RE ON Dublin’s southside, close enough to the city centre, you may have just heard what sounded like an air raid siren going off.
Judging by tweets from people who heard it , it was pretty loud – it could be heard across large parts of the city.
    But what exactly was it?
We’ve has checked it out – and there’s no need to worry. The siren was just part of a routine drill by the Defence Forces.
A spokesperson for the Defence Forces told TheJournal.ie that army barracks across the country – in this case, it was the Cathal Brugha Barracks in Rathmines – regularly carry out drills.
The Rathmines drill is often carried out on Friday around noon – so hearing it on a Thursday morning may have surprised some people. The siren lasted approximately fifteen minutes.
Drills are often carried out before major holidays – such as Christmas and Easter – the spokesperson said.
So there you have it – get back to your Christmas shopping without any reason to worry. Phew.

Something similar can be heard regularly in Clontarf, I think it comes from the port.
