Rent Relief confused

Hi I was renting a property in january 2010 up to Jan 2011, moved to another location renting from feb until current date. Does Rent Relief apply still? ive read the scheme changed for 2011 but cannot make heads nor tails of it. I was able to claim for the 2010-2011 but now having moved to new apartment what occurs? Thanks
