I'm interested to know where you believe an in-house PR Department should sit and what functions fall under it?

i.e. I know some smaller companies will have a dedicated press office manager within the marketing team. Larger companies will have Internal Comms under HR.

My personal belief is that in larger companies, any communications related areas should fall under PR (including internal comms) and that it should be a department within in itself.

What are your thoughts?
