County Council estate maintenance v's household charge

It would seem like double standards when a County Council will not look after an estate when it has been handed over to them and yet they want us to pay a household charge, we already have to hire a private contractor to maintain the green areas, so most households are paying up already. Whats your opinion, would you refuse to pay towards your estate maintenance now?

Don't have much to add other than I totally agree. My blood is boiling over this charge and bull our estate is having to put up with trying to get the Council to push the developer to finish off the estate
