Reconnecting phone line question

    Hi guys,

    My sister and her boyfriend have just moved into a new house, but they're having a few issues getting broadband. For some odd reason(Given its location) they cannot get UPC. That leaves them with getting phone line broadband. Now there is a line there(As in theres still an eircom junction box on the wall), but it is not connected. So the question is, where does that leave them as to getting BB? I've had a look around online and can't quite find an answer, she claims to have rang eircom and they told here that the 'reconnection charge' to reconnect the line as about €200(apparently) but that they will get it done free if they go with eircom BB. Now, obviously, i would prefer that they would not have to get Eircom BB(For obvious reasons), i was thinking Vodafone or Magnet maybe. Does anyone know what the situation is with reconnection is in this case, and the actual charge is in this case? As in reconnecting the line and then going with Vodafone or whatever..
