Is there bike racks in the phoenix park?

Only time I can think of seeing bikes locked in the park was to the fences during the race series outside the Áras. It'll be for only 1-2 hours in the morning. Only place I can think there might be some is at the zoo but can't remember. Also does anyone know when they are finishing the path in Finglas down at the river…
