So, I never really caught to much about who these guys were, maybe that's the idea, seemed part NSA, part CIA or whatever agency you want to choose. When did they first come into the picture? I recognise some names from Wiki (and the Trust), but not much else.

the NID was a civilian oversight organisiation that more or less went rouge, like a private contractor that helps oversee goverment projects, and with there connections to senator kinsey they tried to influence policy in the stargate program,
