    Who the actual person rapping is, I have no idea.

    It sounds a little like the "hip hop year in review" guy. Skillz. Maybe?

    EDIT: Looks like it's this guy in the description: De Angelo Bailey
    He name drops himself in the song as well

    Why would bailey rap this though? It was the judges words saying his case was useless and the case was dropped and it refers to him in the 3rd person in a "bad" light?

    I agree though it is probably not skillz, sounds only very vaguely like him.
