The German PV magazine Photon has a special page offering practical training/ stagiere courses for electricians:

    http://www.photon.de/praktika/index.htm

Here the list with some hundred positions:

    http://www.photon.de/praktika/a_d.htm

Note that these are hands-on practical training courses in within real companies (no job training centers) for a couple of months, maybe a half year, not full time jobs. So the wages are small, expect a few hundred €s per month.

There are several globally operating companies listed, so maybe UK/Irish training jobs might be an option with them.
